政策

It is the policy of Tacoma Community 大学 that coffee 和/or light refreshments may be served for special situations or occasions, with proper approval, where:

  • The purpose of the meeting is to conduct 大学 business, provide formal training sessions that benefit the 大学 or State or recognize 大学 or employee accomplishments; 和
  • The meeting involves elective or appointive officials, state employees, or others the 大学 is legally authorized to reimburse; 和
  • The coffee 和/or light refreshments are an integral part of the meeting; 和
  • The 大学 obtains a receipt for the actual costs of the coffee 和/or light refreshments, 和
  • The 大学 employee responsible for the meeting receives 大学 approval for the serving of coffee 和/or light refreshments prior to the event.

The 大学 Board of Trustees may provide coffee 和/or light refreshments at their official public meetings including executive sessions.

除外责任:   This policy does not include authority to serve coffee 和/or light refreshments in the following situations:

  • 举办
  • Normal daily business at TCC
  • Anniversaries of the 大学 or individual employees
  • Receptions for new 和 or retiring employees

目的

This policy is intended to provide the authority to serve coffee 和 light refreshments in the conduct of official state business at certain 大学 sponsored meetings.  The 大学, however, is not required to provide coffee 和/or light refreshments 在会议上.

To Whom Does This 政策 Apply

This policy applies to all employees at the college.  Additionally, the policy applies to all expenditures made for this purpose from any funds that are deposited by the 大学.  This policy does not include funds deposited for the express purpose of funding coffee 和 light refreshments for a meeting.

咖啡 -   any non-alcoholic beverage, such as tea, soft drinks, juice, milk, or coffee.

点心和饮料 - edible items that may be served between meals, such as doughnuts, sweet rolls, pieces 水果、奶酪等.

举办, includes, but is not limited to, those activities that are intended either to lobby a legislator or a government official, or are to be a social rather than governmental business event 和 include expenditures for coffee 和/or light refreshments for those whom agencies are not legally authorized to reimburse.

过程

Prior to serving coffee 和 light refreshments at an event, the 咖啡 和 Light Refreshment Request form must be completed by the 大学 employee responsible for the meeting.  The completed form must be approved by the 大学 President or his/her designee.  The completed 和 approved form is then submitted to the Business Office two working days before the event takes place. 

The 大学 employee responsible for the meeting or formal training session must obtain receipt(s) 和/or invoice(s) for the actual cost(s) of the coffee 和/or light refreshments.  Reimbursements for out-of-pocket expenses may be submitted through a petty cash voucher or a 券分布.  Invoices for outside catering should be submitted on a 券分布.  Food service provided by the TCC dining services will follow normal billing 和 transfer procedures.

Expenditures for coffee 和/or light refreshments will be accounted for under object code "GD" (other travel expenses).
